The Parks, Recreation and Forestry Commission reviewed and recommended approval of an amended and restated lease with Central Cross Country Skiing, Inc. (CXC) to formalize operations and maintenance responsibilities for the Middleton Bike Park, the Middleton Nordic Center building and associated facilities.
Kylie (parks staff) described three major lease updates: construction-security requirements (for Common Council review), clarified maintenance responsibilities (the city will handle asphalt maintenance for the driveway/parking and capital work on the bike-park features; CXC will maintain other areas such as trail mowing, signage and snow removal for the driveway), and an updated master plan that delineates the bike-park boundary and future improvements. Staff said the draft reserves 15 designated parking spots for bike-park use.
A CXC representative explained the paved segments are intended for roller skiing in summer and skiing in winter, estimating about 2 miles of paved trail and roughly 3 miles total on the property. The representative characterized the broader project as an "eight and a half million dollar marathon" and invited commission participation as planning continues.
Commissioner (speaker 1) moved to approve the amended and restated lease and recommend it to Common Council subject to city attorney review; Commissioner (speaker 7) seconded and the motion carried.
Why it matters: the lease clarifies who is responsible for maintenance and capital improvements at city property and formalizes how the Middleton Bike Park will be managed, reserved and maintained going forward.
