Project planner Natalie Tran said the duplex was built in 1962 and had been legally nonconforming for parking; recent remodel permits and minor conditional use permits brought the building into conformance with current zoning and included two new roof decks. The applicant submitted a preliminary condominium plan showing division of private and common interests and how parking, outdoor spaces and floors would be allocated between Unit A and Unit B. Staff reviewed architecture, landscape and engineering plans and determined the proposed conversion complies with development standards for the RD‑14 zoning district.
Tran told commissioners the draft resolution includes conditions to preserve tenant rights of first refusal if the units are occupied at the time of final map recordation. Staff recommended approval, noting the conversion supports the city’s housing‑element goals by creating smaller, potentially more affordable units near the coast.
With no public comment, the commission adopted the draft resolution approving tentative parcel map TPM2025‑126 and conditional use permit CUP24‑0003 (motion and second; unanimous vote). The decision allows the applicant to proceed to recordation and subsequent permit processing subject to standard conditions and any required ministerial checks.
