Council approves $800,000 increase to plan-review consultant contracts to handle multifamily workload

Fountain Valley — The City Council on Oct. 7 unanimously approved staff’s request to increase combined contract authority for two plan-review vendors, Code Group Inc. and True North Compliance Services, by $800,000 to a total authorized amount of $1.6 million over the three‑year term.
Building Official Derek Doggett told the council that recent multifamily development applications and staffing turnover increased reliance on consultant plan-review and inspection support. Doggett said the agreement was originally approved for three years starting Jan. 1, 2024, with a combined contract amount of $804,000; staff recommended the increase to maintain service continuity.
Assistant staff clarified funding had been included in the adopted two‑year budget, with projected permit revenue tied to large projects expected to cover the consultant costs. Councilmember Harper asked whether the overall budget would require an amendment; staff said revenues and expenditures were anticipated and the net budget effect would not change.
Council voted 5‑0 to approve the amendment.
