Sam Market receives conditional approval for beer permit; certificate of occupancy required

The Franklin City Beer Board granted conditional approval Nov. 11 for a beer permit for Columbia Avenue 1 LLC, doing business as Sam Market at 1535 Columbia Avenue. Staff told the board the certificate of occupancy (CO) for the new owner is still pending and that a final site visit was scheduled, prompting the board to make approval contingent on issuance of the CO.
Owner Bassam Rescala told the board he plans to move in Nov. 20 and described operations as a convenience store with beer, cigarettes and soft drinks. "We will move in, November 20, but I'm waiting to get the the permit beer," Rescala said. Staff also noted the owner operates a similar store in Nashville.
Board members emphasized the importance of checking IDs and preventing overservice; the board then moved to approve the permit conditional upon receiving the certificate of occupancy. A roll call vote recorded unanimous approval.
