Nevada Street Properties asked the Town of Babylon Planning Board to lift a covenant restricting two duplexes on Teddy Place to owner-occupation; applicant described prior sober-home use, refurbishment and rehousing of former residents; board closed the hearing and reserved decision.
At a second public hearing on Oct. 27, 2025, the Town of Babylon Planning Board considered an application (Job 2554DI) from Nevada Street Properties Inc. to lift a covenant that currently limits the subject lots on Teddy Place to owner-occupancy.
Gerard Glass, who identified himself as a principal of Nevada Street Properties, explained the properties are side-by-side duplexes located off Sunrise Highway service road. Glass said the houses previously operated as sober homes and at times accommodated "as many as 25 occupants in each home," which he said prompted town enforcement and a coordinated effort to relocate residents. Glass said his company took over management, refurbished the units and restored them to residential condition and now seeks to lift the covenant so the properties may proceed to the rental board and be available for lawful rental occupancy as two-family homes.
Board members confirmed the properties are two-family duplexes (side-by-side or stacked) and Glass reiterated they will remain two-family. No members of the public spoke in opposition at the hearing. After discussion the chair requested a motion to close the hearing and reserve decision; the motion (mover: Frank; second: Dan) passed with the board voting "Aye." The board will review the planning commissioner’s memorandum, the applicant’s submission and any written comments before taking final action.
The record remains open for written comments and the applicant was told the matter will also require zoning-board and town-board approvals as part of the overall process.
