Leonardtown Council awards snow-and-ice contract to Bay Country Contractors

The Leonardtown Town Council voted Nov. 10 to award the town's snow-and-ice removal contract to Bay Country Contractors for the term beginning Dec. 1, 2025, and ending Dec. 1, 2027, with the option for two additional two-year renewals.

Town staff summarized results of a September 2025 bid. Two companies submitted proposals: Bay Country Contractors, which staff said had a total hourly rate of $6,682.50, and Jay Brown Excavating LLC, which bid $6,370 per hour. Janine (town staff) told the council staff favored Bay Country Contractors based on “past history, the professionalism, and the knowledge base that they have for the existing snow route and snow clearing measures.”

Councilmember (speaker 2) moved to award the contract and Councilmember (speaker 4) seconded. The motion carried on a voice vote.

Why staff recommended the higher bid: Janine and other staff said bringing on a new contractor would add training and transition costs and that continuity on established routes reduces the likelihood of early-season service problems. Staff said live ACH vendor-payment tests for town accounting are underway to support vendor payments next year.

The contract term and renewal options were included in the motion approved by the council. The contract price quoted during the discussion was expressed as an hourly total; the council did not publish a multi-year total in the meeting record.

The council did not address any contract performance bonds or insurance requirements during the public discussion; those procurement details remain with town staff as part of the awarded contract package.
