Residents press council on transparency and $18.5M financing; council moves to closed session

During the meeting’s Good and Welfare period, three members of the public raised procedural and financial transparency concerns.

Kevin Patton, who lives outside the city, criticized council meeting decorum and the three‑minute public-comment limit and asked why some presentations previously exceeded that limit. He also asked whether councilmembers are paid and why committee deliberations sometimes appear absent from the public record.

Debbie Covington thanked the council for voting not to waive the SFCC coffee‑shop fees and urged the city to publish both revenue and expenditure data so residents can see the full budget picture; she also urged reconsideration of an ordinance she described as restricting open comment (the transcript references ordinance 12255).

David Goodson raised specific finance concerns: he said certificates of participation (as opposed to general‑obligation bonds) remove a public voter approval step, questioned where records of committee deliberations on these financing items could be found, and asserted that the city’s certificates of participation exposed the public to about $18,500,000 in indebtedness for projects including a fire station and a bowling-alley renovation. He asked whether certificates would pay for bridge repairs and why a special meeting had been scheduled on short notice for a Friday vote.

Later in the meeting the council voted to convene a closed session under Section 16.021 for legal advice, real estate, personnel and negotiated contracts; the motion passed on a roll-call vote.
