Mills Countyfs Commissioners Court handled a slate of routine administrative items Nov. 10, approving minutes, payables, bids, appointments and surplus declarations.
Corrections to the Oct. 27 minutes were noted (a wording change on item 14); Commissioner Williams moved to approve the minutes as corrected and the court carried the motion. The court approved the Commissioners accounts payables package after staff described two Starlink systems (a fixed EMS installation and a vehicle "mini" unit) and the subscription approach for disaster use. The consent agenda including county treasurer, tax assessor, extension, facilities, sheriff, justice of the peace, county clerk receipts and emergency management reports was read by the judge and approved by voice vote.
Commissioners approved a replacement appointment to the Child Welfare Board (Carmen Schimmel) after accepting Ms. Peterss resignation for family reasons. The court approved annual incidental bid packages for precinct road materials and for fuel; commissioners agreed to open bids on Dec. 8 during Commissioners Court. The court also approved participation in the Texas Association of Counties cybersecurity training program, citing Texas Government Code 2054.5191, which requires annual cybersecurity training for county employees and officials with access to government systems.
Several county items were declared surplus and approved as scrap, including a microwave from the employees workroom, a hot-roll laminating machine from the county clerk/elections office, and packing/rolling supplies. The court approved surety bonds for named county employees. The judge announced a special meeting to canvass election returns on Nov. 17 at 09:00 and scheduled a brief workshop on the proposed reinvestment zone and potential tax abatement for Nov. 17 at 09:15; the reinvestment zone and abatement will appear on the Nov. 24 agenda.
All routine items were approved by voice votes recorded as unanimous "ayes," unless otherwise noted in the minutes.
