Jesse said the update clarifies administrative-committee roles, vacancy procedures, the judge-salary process (aligned to Wisconsin statutes) and removes hard-coded statute citations so the agreement does not require revision whenever state statutes change.
Jesse told the council the changes are primarily clarifying and that the fiscal impact to West Bend is minimal; increased membership helps defray court operating costs across participants. Each member community will consider the same agreement; council approved the amendment by voice vote.
The updated agreement includes an attachment with a model ordinance that new members may adopt to join the joint court.
