Mills County fs Commissioners Court voted Nov. 10 to approve an interlocal public safety answering point (PSAP) agreement with the Central Texas Emergency Communications District (CTECD).
Judge (Speaker 1) reopened a previously tabled item and invited Yaron Nelson, a CTECD representative, to explain the update. Nelson said the district formally became effective Sept. 2 after cities and counties in the region adopted resolutions. He told commissioners the district had received an early local-revenue remittance that Nelson estimated "somewhere between $202,000 and $225,000" for a recent month and said moving PSAP agreements from the Central Texas Council of Governments to the CTECD will keep more regional 9-1-1 funds in the new district.
Nelson described implementation issues the district has encountered, including a larger-than-expected number of landline providers and variability in landline billing amounts; he said the district is tracking those payments to ensure funds remain in the region. Commissioners pressed Nelson on the agreement fs termination language, which calls for 30 days fs notice, and Nelson responded that withdrawing from the district would likely take longer than 30 days in practice and that he would follow up with staff to clarify operational details.
Nelson also summarized equipment-testing and inventory responsibilities: local PSAP staff (and ESAP staff where applicable) perform equipment tests and share records with the district, and the district conducts quarterly monitoring.
Commissioner Williams (Speaker 2) moved to adopt the PSAP interlocal resolution; Commissioner Richard Sullivan seconded the motion and the court approved it by voice vote. The judge thanked Nelson for attending.
The agreement sets the framework for regional 9-1-1 coordination and was approved without conditions; Nelson offered to provide clarifying language or follow-up documentation on termination procedures and testing schedules if the court wants it.
