The Planning, Development and Zoning Commission voted Nov. 10 to forward recommendations on Primrose: a subdivision variance request that would allow delaying immediate construction of a 40‑foot right of way and permit a reduced right‑of‑way width from 60 to 50 feet for two interior streets in Sections 1 and 2, and a first amendment to the Primrose master plan.
City staff outlined the variance request and the context: Primrose’s master plan (approved July 2025) covers roughly 175 acres and proposed residential lots with minimum lot widths and sizes. The applicant asked to dedicate the existing 40‑foot unimproved ROW rather than abandon it, and to waive immediate construction of half‑street improvements and sidewalks until connectivity makes construction practical. Staff concluded the site has unique circumstances (portion of the 40‑foot ROW lies off the property and depends on neighboring owners) and recommended approval with conditions.
Applicant representatives indicated they prefer not to make approval contingent on County Commissioners Court action and asked that the commission omit a condition requiring county approval. City staff said the county‑contingency language was added after conversations with the county engineer’s office to avoid confusion; staff recommended retaining the condition at this stage so the issue can be addressed at council if resolved earlier.
The variance motion passed (conditions noted) and the commission then took up the Primrose master plan amendment. Staff listed five required edits and clarifications (note revisions, boundary corrections, Traffic Impact Analysis verification, adding the variance notation and correcting a typographical error). The commission voted to recommend approval of the amendment with those five conditions (5–0).
The commission asked staff to confirm county engineer communications and advised that any remaining county contingencies be resolved or explicitly noted in the council packet.
