Commission approves concept design for Cottage Grove Ice Arena remodel

The Creation and Natural Resources Commission voted to approve a concept design for a remodel of the Cottage Grove Ice Arena that reconfigures cramped office space, expands concession sightlines and storage, and adds heated mezzanine viewing and a serving station to the south rink.
Parks staff (Speaker 2) outlined key goals: increase usable office cubicles (from four to six and two smaller private offices), relocate the skate-sharpening machine to reduce noise at the reception desk, rework older restrooms now used for storage, and open sightlines so customers can see concession menus more easily. "The project right now is estimated at under $2,000,000," Parks staff said.
Staff presented 2D and 3D concept images showing a softened glass entry, new front-desk receiving area, improved circulation through the lobby and concession zone, and an extended mezzanine on the south rink to provide heated viewing that the facility currently lacks. The presentation noted site constraints, including 30-foot beam spacings that may limit how far the mezzanine can extend and the difficulty of widening a tight stairway without removing bleacher sections.
Commissioners asked about rental skate storage and sightlines for tournaments; one commissioner suggested installing screens for tournament scores rather than taping paper to glass. Parks staff said they might implement such a change before the remodel and described staged adjustments to the concession layout that would absorb unused former restroom space into concession operations.
Parks staff said the arena typically is self-sustaining and staff expect to pay for the remodel with ACE/Arena revenue and a bond structure; final costs will be clarified during a design phase estimated to take about a year. The commission approved the concept design and asked staff to incorporate feedback into the next design stage.
The commission’s approval authorizes staff to proceed with further design work and to return with more detailed cost estimates and construction documents for future council review.
