Waxahachie ISD board hires assistant superintendent, approves grant stipends and TIP submissions

Motion to approve was made by Mrs. Timmer and seconded by Mr. McCutcheon. Perry thanked trustees and said he was "ready to get to work."
Appraisal district votes: Trustees allocated all 337 of the board’s votes for appointment to the Ellis County Appraisal District board to their nominee, Tim Cummings. Staff explained the process: nominees needed 667 votes to be elected and the board has 337 votes to allocate; the allocation motion (moved by Mr. Pitts, second by Mr. Scofield) carried 7–0.
Grant stipends: The board approved using stipend funds within the Effective Advising Framework (EAF) grant. Presenters said the EAF grant award for the year totals $110,000 and that, per Texas Education Agency guidance, up to 20% of that amount may be used for stipends. Staff emphasized the stipend payments would be paid from grant dollars and would not affect the local budget. The motion to approve stipends (moved by Mr. Scofield, seconded by Mrs. Timmerman) carried 7–0.
Targeted Improvement Plans: Trustees approved submission of targeted improvement plans (TIPs) to the Texas Education Agency for Clifton Elementary, Marvin Biomedical Academy and Northside Elementary. Staff said the plans set student outcome goals (aligned to state domains and growth metrics), described stakeholder engagement and noted Clifton will be on a two-year improvement cycle while Marvin and Northside are on one-year cycles; the motion to submit the plans carried 7–0.
All votes reported in open session were unanimous (7–0). The meeting included a closed session under Texas Government Code §551.001 before the board returned to open session and took the listed actions.
