District business staff presented a financial and operations update that covered current revenue and expense trends, custodial staffing options, audit data and a recommended fuel‑budgeting resolution.
Mr. Day (Speaker 9) said the operations fund is trending slightly better than projections while the education fund is a touch lower because of timing on the Walker tuition support payment. He described a plan to move from temporary hourly custodial staff to a mix of newly hired daytime employees and contracted evening custodial services for four buildings to increase efficiency without reducing district FTEs. Bids are being collected and a recommendation will return at a future board meeting, with proposed implementation in January.
Mr. Day also said the county auditor will provide parcel‑level audit data and policy analytics (report review scheduled Nov. 13) to clarify how SEA1 will affect the district’s revenue over the next five years. He reported the county will delay changing local income tax distributions until 2027, which he said is favorable for near‑term revenue.
On procurement risk management, Mr. Day presented the annual resolution to participate in the Indiana Bond Bank vehicle fuel‑budgeting program, which sets a price ceiling and returns money if market prices exceed the cap. He said the program was net neutral in 2025 and recommended continuing participation given market volatility; the board asked that the cap numbers be shared before signing, and then approved the resolution by voice vote.
The administration indicated it will bring back detailed custodial contract recommendations and the fuel cap numbers for board review prior to final commitments.
