The Santa Fe Springs Planning Commission voted unanimously to approve a conditional use permit for Aroma International to establish a seafood processing facility at 12423 Florence Ave.
Assistant Planner Cynthia Alvarez told the commission the project — CUP case 856 — would involve filleting and freezing fish for sushi-grade use inside an existing unit of a subdivided 40,000-square-foot building. Alvarez said initial operations would run Monday through Friday, 5 a.m. to 5 p.m., with intake and deliveries restricted to those hours; interior rooms are temperature controlled (cooler dock 47°F; cooler room 34°F; processing room 47°F; freezer 0°F). Alvarez said staff finds the project categorically exempt from the California Environmental Quality Act under §15301 (Class 1) because there is no increase in building square footage, and recommended adoption of Resolution 304-2025.
Commissioners asked about odor and waste control, drainage and permitting. Alvarez said the applicant plans daily waste pickup, coordination with waste facilities to prevent buildup, the use of refrigerated box trucks for deliveries, and air curtains at entrances to reduce odors and pests. She also reminded the commission the business must comply with L.A. County public-health rules and maintain a valid food facility permit.
Chair Sarno asked whether the public had submitted comments; staff reported none. After a brief exchange about parking allocations (the building’s 93 stalls serve four units), the commission closed the public hearing and approved CUP case 856 and Resolution 304-2025 by roll call vote, 5–0. Chair Sarno noted a 14-day appeal period and congratulated the applicant: “Congratulations, sir.”
The approval allows Aroma International to proceed subject to the conditions listed in the adopted resolution; any appeals must be filed within 14 days.
