Committee approves CDA request to add 20-hour building maintenance technician funded by HUD

The Wausau Human Resources Committee on Nov. 10 approved a Community Development Authority request to add a 20-hour-per-week building maintenance technician starting in January; the CDA board had already approved the addition on Oct. 28.
Julie, speaking for the CDA, said the authority does not draw on city general-fund money and is funded through the U.S. Department of Housing and Urban Development. She said three current maintenance technicians cover a broad portfolio — including 149 Riverview Towers apartments, 36 units at Riverview Terrace, 46 scattered-site units and about 300 vouchers — and that workload has increased as HUD moved inspection standards from HQS to the longer "Inspire" inspections.
"We had to hire a contractor to do painting because they just didn't have the time to get the units done," Julie said, describing contracted work absorbed by maintenance staff. Over the past four years the CDA has recorded 134 unit turnovers that maintenance handles start to finish; staff said adding a half-time technician would help meet HUD timelines, reduce contracted work and support succession planning for staff nearing retirement.
Members asked whether the half-time hire would alleviate the need to contract and satisfy HUD inspection timelines; Julie said it would help and that the CDA aims to keep its "high performer" status with HUD.
The committee voted to approve the position by voice vote (motion by Hinkie, second by Tierney). The CDA and staff will proceed with hiring and implementation under HUD funding; the transcript records that CDA funding, not city general-fund dollars, will pay for the position.
