The CAMDENTON R‑III board held a first reading of MSBA policy updates Nov. 10 to align district rules with Senate Bill 68 and related state law changes affecting special education, student admissions, weapons, and reporting requirements.
The CAMDENTON R‑III School Board conducted a first reading Nov. 10 of multiple policy and procedure revisions recommended by MSBA to align district policy with recent state law changes, including Senate Bill 68.
District staff (S5) walked board members through the package of updates and explained the purpose of each item. Highlights included:
• GCPA (reduction in professional staff workforce): updated language to reflect current law and threshold conditions for workforce reductions (reorganization, district financial condition, or decreased enrollment). "This is what we hope to never ever need," S5 said of the policy.
• IGBA (special education/YCDD): revisions to reflect SB 68, including the Young Child with Developmental Delay category and its potential extension to age 7 for students identified prior to kindergarten.
• JEC/JECA (admissions and nonresident employees/contractors): SB 68 expands eligibility to include children of contractors and employees of contractors under certain conditions; staff sought feedback on whether to adopt that broader allowance and noted requirements such as minimum work hours.
• JFCA (student dress code) and administrative procedure: guidance to leave specific dress rules to building-level handbooks while outlining district-wide goals such as safety and workplace readiness.
• JFC (weapons and other prohibited items): clarifies separation between weapon offenses under the Missouri Safe Schools Act and other prohibited items (including all knives and items that imitate weapons).
• JJGF, JHG, JHDE/JHDF (discipline reporting, child abuse reporting, behavior threat assessments and suicide prevention): updates to comply with SB 68 and HB 737, including a 24‑hour reporting window to districts for certain crimes and record‑sharing provisions for behavior threat assessments and suicide‑prevention plans when students transfer.
Staff said the policies will return for a second reading and approval at the Dec. 8 board meeting and asked board members to provide feedback before the second read. Board members asked clarifying questions about substitutes’ eligibility for nonresident enrollment under JECA, the composition of crisis response teams, and the practical steps to ensure staff know whom to notify for threat assessments.
No vote was taken; staff requested comments ahead of the second read.
