The fiscal officer explained adjustments tied to subdivision invoices (B3/B3D) and loan proceeds, and walked members through the payment listing.
Committee members asked clarifying questions about invoices and revenue assumptions. "Weare projecting revenues, 4,900,000," the fiscal officer said as the draft budget projection. Committee members described the budget as a "moving target" and agreed to send the draft ordinance (Ordinance 2025-42) to counsel for review ahead of the next readings.
Solicitor and staff previewed related legislation: the solicitor said the agreement with Jacobs Engineering Group for wastewater treatment plant improvements (Ordinance 2025-41) would also appear for first reading and that the appropriations ordinance (2025-42) would follow additional readings.
Next steps: the draft 2026 appropriations ordinance will go to full council with counsel review; the finance committee scheduled a December meeting to continue budget work.
