The Winter Haven City Commission approved a lease agreement with the Florence Villa Community Development Corporation (CDC) for city property at 115 Avenue R NE, known as the old Jewett Elementary School site.
Staff said the original lease with the CDC dated to 1997 had been extended twice and most recently expired Feb. 10, 2024. The proposed lease would commence on or about Nov. 11, 2025 and continue through Nov. 10, 2026, automatically renewing for successive one‑year periods provided the CDC remains in compliance; either party may elect not to renew with 60 days' written notice. Under the agreement, the CDC is responsible for required insurance and all utilities and will pay an annual fee of $1.
During consideration, a commissioner recused themself, stating they were the executive director of the Florence Villa CDC; that commissioner did not participate in the vote. The commission then moved to authorize the lease and delegated authority to the city manager to execute the agreement and take related actions. No members of the public spoke on the item at the meeting.
Next steps: city manager to execute the agreement and take administrative steps required under the lease.
