Commission certifies Nov. 4 election; runoff set for Dec. 2 for Seat 4

The Winter Haven City Commission approved certification of the Nov. 4, 2025 regular municipal election at Monday's meeting after the canvassing board reviewed vote‑by‑mail and provisional ballots.
City Clerk Vanessa Castillo reported the certified totals for Seat 4: Matthew Crowley 1,731 votes; Chad Davis 2,044; Manuel Fonseca 486. Because no candidate received a majority (50% plus one), a runoff between Matthew Crowley and Chad Davis is scheduled for Tuesday, Dec. 2. The winner of that runoff will be sworn in at the regular city commission meeting on Monday, Jan. 12, 2026 at 6 p.m.
For Seat 5, Vanessa Castillo reported Clifton Dollison received 2,240 votes and Melinda Eve Callegritis received 2,160 votes; Dollison received a majority and will be sworn in Jan. 12, 2026. Castillo said canvassing board members included Mayor (name as spoken), Mayor Pro Tem Yates, Commissioner Gantzler and Commissioner Mercer; the board met for logic and accuracy testing and to canvass ballots. A voting‑system post‑election audit was scheduled (random selection of Seat 5 and Precinct 324 — Winter Haven Senior Adult Center).
The commission voted to approve the certification (the members of the canvassing board participating in the vote recorded approval on the record).
