Winter Haven advances several annexation and zoning ordinances to second reading

The Winter Haven City Commission on Monday advanced several first‑reading ordinances related to annexation, future land‑use map changes and zoning, setting second readings for Nov. 24.
Ordinance O‑25‑30 and companion O‑25‑31 would assign "neighborhood support" future land use and C‑3 (Commercial Highway) zoning to a 0.34‑acre property at the southwest corner of 8th Street NW/US‑17 and Avenue X NW, where petitioners plan a 3,600‑square‑foot adult day‑care center. Staff said the planning commission recommended approval following its Oct. 7 public hearing and that there is sufficient water, sewer and transportation capacity for the proposed use.
Separately, the city advanced Ordinance O‑25‑32 and companion O‑25‑33 to assign Institutional future land use and Public Institutional (PI) zoning to a 13.89‑acre annexed parcel at 504th Street East, Juanita, adjacent to Wastewater Treatment Plant 3. The request is city‑initiated to allow future use by the city's water department; staff said no development is planned at this time and no immediate infrastructure demands are expected.
The commission also advanced Ordinance O‑25‑34 and O‑25‑35 to reassign roughly 10.25 acres along Buckeye Loop Road from residential/neighbor‑support designations to Institutional/PI zoning to permit a proposed campus for the water department including administrative offices and a warehouse. Staff told commissioners the planning commission recommended approval and staff had provided a business impact estimate out of caution because the request originates with the city.
All items were introduced by the city attorney, described by staff with consistency findings, and advanced to second reading on Nov. 24 for final action.
