Council advances 5 MW solar farm plan at Route 38 and John Huber Parkway

The DeKalb City Council on Nov. 10 approved first reading (and waived a second reading) of Ordinance 2025‑047 to approve the preliminary final development plan and final plat for a 5‑megawatt ground‑mounted solar energy project at the southwest corner of Illinois Route 38 and John Huber Parkway. City Manager Bill Nicholas said the ordinance fulfills a condition in the annexation agreement approved about a year earlier and that Pure Sky Energy project manager David Shannon was present to answer questions.

Nicholas described the site and noted the project was the next step in the previously approved annexation, rezoning and plan approval. Council voted to pass the ordinance on first reading and to waive the second reading by roll call.

What happens next: final plan details will be recorded as part of the approved plat and the developer may proceed with required permits and construction steps in accordance with the annexation agreement and city regulations.
