The DeKalb City Council on Nov. 10 approved Resolution 2025‑102 to amend the 2024 Community Development Block Grant (CDBG) annual action plan, reallocating $50,000 from public facilities to public facilities development to support a proposed transitional youth shelter. City Manager Bill Nicholas said Family Service Agency (FSA) has received some grant money toward the project and that the $50,000 in unspent 2024 CDBG funds could be repurposed for acquisition and outfitting costs.
Nicholas cautioned that HUD must approve the amendment and that the timing for the release of funds is uncertain. “They may proceed if the council supports this, and we hope you will, but it's uncertain when that money might become available,” he said. Council members expressed support for the project; the resolution passed by roll call.
What happens next: staff will submit the amendment to HUD for approval and coordinate with the Family Service Agency on timing and use of the funds. The resolution does not commit other city funds and the release of CDBG funds is subject to HUD review and schedule.
