South Russell — At its Nov. 10 meeting the South Russell Village Council adopted an emergency ordinance authorizing a contract with CMG Contracting LLC to excavate and restore the Sugarbush silt pond.

A Sugarbush representative (HOA) confirmed that 20% reimbursement was correct.
Council waived further readings and voted to adopt the ordinance as an emergency. After adoption council directed staff to notify CMG that its quote was accepted and to prepare a written contract — the village will front the payment and receive reimbursement from the HOA upon completion under the terms discussed.
Officials noted concerns about the HOA’s current corporate status with the Ohio Secretary of State and asked staff to confirm that the HOA can execute a repayment agreement; council asked that the ordinance or contract language make reimbursement or a 20% upfront payment a condition of proceeding.
