The House of Representatives convened at 12:00 p.m. Nov. 11, 2025. The presiding chair directed the clerk to read a package of bill and resolution referrals; the clerk enumerated more than a dozen measures and their committee assignments.

The clerk read referrals dated Oct. 29 and Oct. 30, 2025, and additional referrals dated Nov. 6, 2025. Measures announced included House Bill 2002 (professional licensure); House Bill 2004 (referred to Appropriations); House Bill 2006 (communication and technology); House Bill 2008 (judiciary); House Bill 2015 (transportation); House Bills 2011 and 2014 (referred to Veterans Affairs and Emergency Preparedness); and House resolutions (for example, 362, 363, 364, 365, 366, 367) designated to various committees such as Aging and Older Adult Services, Children and Youth, Commerce, Consumer Protection, and House and Community Development, as read by the clerk.

The clerk also read listings that attached specific bills to committees including professional licensure, state government, tourism and economic development, and other standing panels. The chair prefaced the reading by stating that the clerk would read referrals and then accepted the clerk’s recital of bill numbers and committee destinations.

Why it matters: referrals send measures to committee for review, hearings and possible amendment before they can reach the House floor for debate or a vote. Tracking referrals is the first formal step in a bill’s committee process.
