The Planning & Development Committee voted to expand the boundaries of the downtown snow-and-ice removal district to reflect new walkable commercial and mixed-use areas and improve continuity of pedestrian routes.
Les (city staff) explained the district was created in 2003 and requires property owners with commercial or parking uses in the district to clear sidewalk frontage within 24 hours of snow, sleet or freezing rain. The municipal code allows a $50-per-day fine, though enforcement is generally complaint-driven and often begins with a courtesy contact.
Jamie said she supports expanding the district but asked whether the city could be more proactive to avoid ADA issues and suggested the city could use its vehicle presence to check sidewalks; Les said staff will notify owners being added to the district and that enforcement historically begins with outreach before escalation.
David moved approval and Jamie seconded; a roll-call vote followed and the committee approved the amended boundaries. Staff will notify impacted property owners and prepare the ordinance for council consideration.
