Sunbury City staff told the council on Nov. 8 that the building at 141 North 5th Street had partially collapsed and shifted, creating a public‑safety hazard; the council declared an emergency and said the property would be demolished imminently.
Joel (city staff) reported that the city engineers inspected the property and “we got a notice from them that it needs to come down. It is a danger to society at this point the the way it sits.” He said the building’s interior had already collapsed and that winds had shifted the structure over the weekend. The transcript records that “Josh is going to make an emergency declaration this evening regarding 141 North 5th Street, declare it an emergency, and it is going to be demolished in the next day or so.”
The presiding officer confirmed a declaration of emergency would be made and staff said no formal motion was required for the emergency action. Council members did not record a separate vote after the announcement; the city indicated demolition would be scheduled and performed quickly because of the immediate risk.
