She gave school-level poverty factors and rough allocations, noting Fayette Elementary’s poverty factor at 88% with an allocation of about 251,000, Lills Elementary at 82% with roughly 207,000, and Island Mill at 71% with about 192,000. She also described other site-specific allocations and staffing counts (for example, several schools were described as receiving funding for teacher assistants and interventionists) and said many schools are spending more than two-thirds of Title funds on salary and benefits.
Ms. Swartz summarized other federal program allocations: Title II was listed as 29,277 for professional development and recruitment incentives; Title IV was listed as 73,000, with a 20% requirement for safe and healthy school activities and a portion for technology and vocational-equipment support. On Title V (the rural education initiative), she said the district had received notification but had not yet received final allocation and that all schools would be eligible if the grant is awarded.
Board members asked clarifying questions about a district lease and an insurance line item (see separate items). Ms. Swartz closed by noting that these were preliminary allocations (about 85% of last year’s budget) and that the district expects final allocations at the November distribution.
