Planning Board to require conceptual consultations for subdivisions and site-plan reviews

The Brookfield Town Planning Board unanimously approved a rule change Nov. 10 requiring conceptual consultation for subdivision applications and for matters that would otherwise need site-plan review.
Chair Steven Marion introduced the motion and members said the procedural step will help applicants understand expectations and reduce repetitive re-submissions. Speaker 3 and others noted that conceptual consultation gives applicants a heads-up on necessary design elements and can speed approvals when done before formal filing.
The board agreed the change will be implemented in the board’s rules of procedure and that staff will add language and forward it to legal counsel for review. The motion passed by voice vote, announced as 7-0.
Board members said conceptual consultation is intended primarily for subdivision and full site-plan review applications, and not for minor lot-line adjustments. Members flagged that requiring consultation for every minor action could be burdensome and indicated they will limit the requirement to applications requiring a final planning board decision.
Next steps: board members asked staff to draft the specific rule-language for review at the next meeting and to communicate the change to potential applicants.
