Neighbors urge Fort Worth council to deny proposed commercial parking lot; case continued to Dec. 9

Residents of the Paschal neighborhood told the Fort Worth City Council on Nov. 11 that a proposed conditional-use permit to convert a former single-family property into a commercial parking lot would harm neighborhood stability and public safety.
Rick Garcia, president of the Pasco Neighborhood Association, said the property at issue had been demolished and that conversion to a commercial parking lot is speculative and incompatible with the area’s A-5 single-family zoning. He urged the council to uphold the zoning ordinance and deny the request "with prejudice."
Anita Horkey (Horky in transcript) said neighbors had worked for years to preserve the single-family character of their area and presented photos she said demonstrated repeated illegal parking and a privacy fence built without permits. She told council that the property would primarily serve an adjacent bar whose activity already creates noise and safety concerns.
After public comment, Councilmember Beck moved to continue the zoning case (ZC-25-2088) to the Dec. 9, 2025 council meeting to allow additional time for outreach and consideration; a second was recorded and the motion carried.
The meeting record shows the neighborhood asked the council to protect A-5 zoning and avoid setting a precedent that would allow conversion of any single-family lot into commercial use. Council did not provide a final decision at this meeting; the case will return to the council on Dec. 9.
