Alvin ISD earns a 98 from Texas—s FIRST accountability report, board hears

Dr. Combs told the Alvin Independent School District board during a public hearing that the state—s Financial Integrity Rating System of Texas, which uses 2023-24 data, awarded Alvin ISD a 98 out of 100.
"In Alvin ISD, we have received a 98 out of a 100 from the state of Texas regarding our financial integrity," Dr. Combs said, and credited the board, district leaders and finance staff for the result. He said 19 of the 21 FIRST indicators received perfect scores and explained the rating relies on lagging PEIMS and audit data.
The presenter noted two items of nuance: indicator 10 (variance between projections and actual budgets) was not scored this cycle and therefore not included in Alvin ISD—s numerical total, and indicator 12 (a ratio tied to bonds and property values) can be difficult for fast-growth districts that rely on community-approved bonds for school construction. "This 1 is notoriously difficult for fast growth districts because fast growth districts are building schools," Dr. Combs said, adding the district had regained two points on that indicator but remains affected by recent bond timing.
The hearing closed after trustees had no public questions; the presentation was made available on the district website for further review.
