Rockbridge County approves contract with AP Triton for countywide fire and rescue study

The Rockbridge County Board of Supervisors on Nov. 10 approved a contract with AP Triton to conduct a countywide fire and rescue operations study.
Staff described the procurement process: the county received 14 proposals in response to an RFP, several proposals were found nonresponsive, and a five‑person panel including volunteer fire association and county staff recommended AP Triton as the top proposer. AP Triton’s fee was presented as under the originally budgeted $80,000 (transcript figure reported around $70,798.32). Staff said the firm will review up to five years of operational data, meet with volunteer agencies and stakeholders, conduct staff and community surveys, and provide recommendations for a five‑ and ten‑year master plan for career/volunteer emergency response across the county.
County counsel and the procurement reviewer confirmed the contract had been reviewed and the recommendation was to authorize County Administrator Spencer Suter to execute the agreement. A motion to authorize the administrator to sign the contract passed on a unanimous vote.
The study is expected to take approximately six months. Next steps include contract execution and scheduling the public‑facing engagement and staff survey elements of the study.
