Eastpointe council finalizes city manager agreement, increases severance to four months

The Eastpointe City Council on Nov. 10 approved a finalized employment agreement for the incoming city manager that raises the potential severance payment from three months to four months and authorizes membership reimbursement for the Michigan Association of Planning not to exceed $75.
City Attorney Richard Albright said the candidate, Ryan Mattis, asked the city to increase severance and to add one additional professional membership to the contract. "He's had a chance to review the proposed employment agreement," Albright said, "and he's looking under the termination and severance pay. He's looking for something in excess of the proposed three months' salary." Mayor Kleinfeld moved to finalize the agreement with two changes — increasing severance to four months and including the MAP fee — and the motion was seconded and put to a roll call vote.
The council's roll call returned unanimous support. The mayor and council members recorded votes in favor; no 'no' votes or abstentions were announced on the record. The council also authorized the city manager or interim city manager to execute the agreement.
The council also discussed and declined to change the contract's paid-time-off carryover provisions; the council left the existing 30-day carryover as offered. Administration said staff will handle any training fees or related conference costs in the annual budget when appropriate.
Next steps: administration will execute the agreement and return any administrative details to the council as needed.
