Board seeks to revive Instructional Program Review advisory panel to boost parent participation

Board members discussed reviving and reconstituting the district’s Instructional Program Review (IPR) committee to increase parent and community participation in curriculum‑related feedback. The idea is to follow a recruitment and application model similar to the district’s finance advisory council.

"This creates a little bit more buzz," one policy committee member said of using an application process to attract committed community participants. Board members noted that Minnesota statute around the IPR calls for community representation and suggested an application that would ensure parents and community members comprise approximately two‑thirds of participants.

Proposed features discussed included a charter, representation across elementary, middle and high levels, translation services where practical, two‑year terms for members and an onboarding timeline tied to spring selection so members could be in place before the next school year. Administration and the policy committee were asked to draft an application process and a proposed committee charter for a future work session.

Board members emphasized that the advisory group would provide feedback and not substitute for the board’s final decision authority. The plan is to recruit 16–20 members including parents/guardians, principals, district staff and a limited number of board members as nonvoting participants.

Next steps: administration will adapt the finance advisory council application model, policy will draft the charter and the board will consider a spring selection process for membership.
