Wickliffe Council elects pro tem and adopts two ordinances; several emergency items tabled

With a reduced quorum, the council elected Randy Gerhardstein as president pro tem and adopted ordinances 2025-49 (commercial/manufacturing district amendments) and 2025-50 (city cybersecurity policy); several emergency and rezoning items were held until a full council can vote.
The Wickliffe City Council, meeting with four members present on Nov. 10, 2025, elected Councilmember Randy Gerhardstein as council president pro tem for the session and approved two ordinances on third reading.
Councilmember Thielman moved to elect Gerhardstein pro tem, and Councilmember Koski seconded. Gerhardstein, Jaworski, Koski and Thielman voted in favor, and the motion carried.
On the legislative agenda, the council adopted Ordinance 2025-49, which amends sections of chapter 13.15 governing commercial, manufacturing and industrial districts. The motion to adopt was made by Councilwoman Koski and seconded by Councilman Thielman; the council recorded affirmative roll-call votes and adopted the ordinance on third reading.
The council also adopted Ordinance 2025-50, amended, establishing a cybersecurity policy for the city. Councilman Thielman moved adoption, Councilwoman Koski seconded, and the ordinance passed following roll-call votes.
Several items requiring a two-thirds vote (five members) were not acted on because only four members were present. Ordinance 2025-47, a rezoning request involving a parcel owned by the Rabbinical College of Telshe Yeshiva, was read and tabled to the next meeting. Ordinances 2025-51 (sewer regulations and rates, emergency declaration) and 2025-52 through 2025-55 (employee benefits and participation agreements including a Lake County health plan and contracts with Reliance Standard Life, MetLife Vision and MetLife Dental) were introduced but retained on the emergency calendar for the next meeting when a larger quorum is expected.
The council scheduled a finance committee meeting for Nov. 17 at 7 p.m. to discuss the temporary budget and the 2026 budget.
