The Middletown City School District Board of Education on Nov. 10 read and adopted a resolution directing district staff to use and comply with the Ohio Department of Education and Workforce’s (ODEW) 2025 modified special education model policies and procedures.
Board President read the resolution into the record, citing Ohio Revised Code §3323.08, which requires districts to assure the state that their policies and procedures are consistent with ODEW’s model. "The Board of Education hereby adopts ODEW's model policy in their entirety," the president read during the meeting.
Superintendent and board members said the action is largely administrative and mirrors a May approval; the state changed its timeline, requiring all districts to re-adopt by Nov. 30. The superintendent noted that each board member must sign the resolution and directed staff to upload the signed document to ODEW’s monitoring system.
Why this matters: Adoption meets a statutory reporting requirement and preserves the district’s assurances to the state that its special education policies align with state guidance and federal law (IDEA). The board recorded the motion, a second by Todd Moore, and a roll-call vote approving the resolution.
Next steps: The superintendent is responsible for filing the signed resolution with ODEW by the state deadline; board members will sign the document as required.
