Summary
Council unanimously approved a Planned Development for Freeman Toyota, rezoned a property for Holy Shepherd Lutheran Church to public/institutional, granted a specific-use permit for a standalone EV charging station and approved a community facilities agreement with Cross City Church.
On Nov. 10 the Haslet City Council approved a package of land-use items after public hearings.
A 38‑acre tract commonly known as Freeman Toyota (Davidson Hopkins survey Tract 2B and 2C) was rezoned from agricultural to a Planned Development, including an added landscape buffer and a photometric lighting plan limiting poles to 25 feet; Planning & Zoning had recommended unanimous approval.
The council also unanimously rezoned the southern half of Lot 1R, Block A, to Public/Institutional for Holy Shepherd Lutheran Church. Opponents at the hearing raised concerns about additional tax‑exempt property, and the church’s pastor said the site will be used for ministry programs including a snack‑sack ministry serving nearby elementary schools. The pastor noted the church can apply separately for tax exemptions; the council treated rezoning as a land‑use matter.
Council approved a Specific‑Use Permit to allow a stand‑alone electric‑vehicle charging station on a 0.9‑acre lot in Alliance Crossing. Planning & Zoning recommended approval; the council noted the state comptroller’s guidance on local sales‑tax treatment of electricity sales is evolving and said staff would verify tax treatment and finalize details during site‑plan review.
Finally the council approved a community facilities agreement with First Baptist Church of Euless (doing business as Cross City Church) to permit modest public improvements including a waterline extension, sidewalk and driveway work.
