Council delays Fund 20 road award while staff explores adding Odessa and Brentwood repairs

City engineering told the council Nov. 10 that a recent Fund 20 bid drawn in late September drew eight bidders and that the low bid was roughly $500,000. Staff recommended pausing action and negotiating with the low bidder to add emergency repairs and additional patching in Brentwood and Odessa where roller‑compacted concrete has failed in multiple spots.
"Roughly 50 to 60% of that pavement has significant deficiencies," an engineering representative said of the Passapark/Brentwood corridor and asked the council to allow staff to work with the low bidder and present a more defined expanded project on Dec. 15.
Council discussed whether that approach would avoid rebidding and allow adding scope under procurement rules; staff said there is limited flexibility to expand work with the incumbent contractor up to a specified percentage, and the city will return with a clearer scope and cost estimate.
Council unanimously approved a motion to table award until Dec. 15 so staff can refine the project and determine whether specific emergency repairs (including a problematic spot on Odessa) can be added under the existing procurement limits.
