Charlie Gallo, the district—compliance officer, said the policy responds to a DESE notice issued Sept. 22 that placed Lynn on a list of districts required to adopt a middle‑school pathway exploration policy by Nov. 1 because the district operates the Lynn Vocational Technical Institute (LVTI). "This is a notice that came out from DESE on September 22," Gallo said, noting the timeline for submission through the CHAMP system.
Dr. Shannon Gardner, executive director of innovation and grants management, said the policy formalizes existing outreach and adds a new DESE‑required provision allowing middle school students to tour LVTI during the regular school day. "We're gonna do it without charge to the students during the school day and it's not gonna be counted as an absence," Gardner said, describing an advanced sign‑up system and district‑provided transportation similar to field trips.
The policy presented lists the district—career and technical education options available through LVTI (Gallo and Gardner noted 19 programs), requires collaboration between middle schools and LVTI for awareness activities (MyCAP lessons, assemblies, mailings and website updates), and mandates maintenance of records documenting on‑site presentations, assemblies and student tours to demonstrate implementation.
Member Castellanos moved to forward IHAIA to the full committee; the motion was seconded and carried on roll call with affirmative votes from the members present.
Next steps: the subcommittee will submit the proposed policy to DESE through the CHAMP portal, and staff said they will maintain records of presentations and tours to show compliance.
