Villa Park authorizes temporary planning contract with Teska Associates after debate over cap and reporting

The Village of Villa Park Board of Trustees on Nov. 10 approved a resolution authorizing an agreement with Teska Associates Incorporated to provide temporary planning and zoning permit‑review services while a village planner is on leave.
Interim Director Lianne House said she contacted three firms and that Teska had the capacity; she identified Emma Swanson and Michael Blue as the primary Teska staff who would serve the village. House said the contract is written to run through Dec. 31, 2026, to cover the potential span of an FMLA leave, but "this contract would only be used as I assign them work," and staff will stop assigning work when it is no longer needed. House told trustees the village could expect roughly 120 permit reviews per month and that, if fully used, costs could run about $9,000 in a month.
Several trustees expressed concern about the contract having no maximum spend limit. Trustees requested regular spending reports and suggested a notification threshold (trustees discussed roughly $50,000 as an example). Manager Rivas agreed to provide periodic reports on how much has been spent and the number of reviews completed; attorneys noted the agreement requires the consultant to provide an estimate of fees before undertaking assigned work and limits services to those specifically requested.
After discussion, the board voted by roll call to adopt the resolution. Manager Rivas and Interim Director House said they will provide ongoing status reports to the board.
