Troy approves official stand and in‑house shed for Boland Park cricket field funded by $900,000 grant

Council members on Nov. 10 approved a bid waiver and authorized capital expenditures tied to the Boland Park Cricket Field project, telling residents the field should be fully functional by next spring.
Kurt Boat, director of Community & Public Works, said the project received a $900,000 grant and that contractor performance issues produced penalties and credits the city could apply to additional amenities removed earlier for cost reasons. "So we received a $900,000 grant to construct this field," Boat said, and added that penalties allowed the city to decline payment for the contractor’s proposed utility shed and instead build that shed in‑house.
Boat said staff are prepared to buy an official stand (including a camera tower) and that the stand is covered and can be stored outdoors in season; during winter months the city will move it to DPW storage. Council member Rogan confirmed the capital expense was already budgeted and Boat said reimbursable expenses are within the grant.
Mayor Baker and council members thanked staff for work on the project and voted to approve waiver of the bid process and to expend the capital funds for the stand and the maintenance shed. The motion carried unanimously.
What happens next: DPW/CPW will purchase the official stand and construct the maintenance shed using in‑house crews. Boat said the city expects the field to be fully functional by spring; the stand purchase and shed construction are reimbursable through the grant.
Funding and oversight: Boat said the stand and shed will be funded from project credits and reimbursable grant funds; the council recorded the vote and directed staff to report on progress in subsequent updates to council.
