Summary
Troy City Council on Nov. 10 approved procedural appointments, set the Jan. 17, 2026 strategic advance and authorized facilitation services, cleared final purchases for the Boland Park cricket field built with a $900,000 grant, and maintained Troy Youth Assistance’s annual funding at $15,000 after discussion.
Troy City Council on Nov. 10 approved a slate of routine actions, finalized purchases tied to the Boland Park cricket field project and voted to leave Troy Youth Assistance’s annual allocation unchanged despite public pleas for a one‑time increase.
The council confirmed the appointment of Tina Cautron to the Animal Control Appeal Board for a term ending Sept. 30, 2028, and unanimously elected Harak Chanda as mayor pro tem under city charter section 3.7. City Clerk Dixon recorded affirmative votes for the motions.
Council also set the date for the 2026 strategic advance — a Jan. 17 session at 9 a.m. at the Troy Community Center — a scheduling change city manager Frank Nastasi said will help align capital discussions with budget preparation. The council authorized waiving the bid process and awarding facilitation services for the advance to Vitrano Consulting; Nastasi said the third‑party facilitator helps keep extended discussions organized.
On capital projects, the council approved a bid waiver and to expend grant funds to purchase an official stand and construct a maintenance/utility shed in‑house for the Boland Park cricket field. CPW director Kurt Boat said the field was built with a $900,000 grant and that contractor performance penalties and credits made space in the project budget for the purchases.
The consent agenda item J4G — funding for Troy Youth Assistance (TYA) — was pulled for discussion after three TYA representatives urged the council to increase the city’s funding from $15,000 to $25,000 to meet rising student food insecurity. City Attorney Bloom told the council municipal funds cannot be given for pure charitable purposes and that payments must contractually replace services the city would otherwise provide. After debate, council approved the item as presented to expend the budgeted $15,000 and pledged outreach and fundraising support from council members.
Other business included an announcement of a public hearing on Community Development Block Grant (CDBG) 2025 funds set for Nov. 17, 2025, and several residents spoke during the non‑agenda public comment period about the library bond and to pay tribute to retiring Council member Ellen Hodorick.
