Resident urges historic marker and green space purchase; CRA introduces Four Seasons landscaping contractor

At the start of the Nov. 10 CRA meeting resident Vito Russo used his three minutes to preview items he will request at a future meeting: funding for a historic marker related to Grand Gables, replacement or new neighborhood entrance signage (potentially through TIF funds), and a larger request to purchase a vacant lot he identified as 311 Brooklyn Street to create a passive green space and a pedestrian path to Hammock Hall.
"The big item that I really want to speak about... is purchasing a vacant lot in the South Stark neighborhood to convert it to a passive recreation Green Space Park... The very large lot is at 311 Brooklyn Street," Russo said, and asked who ranks applications and what the timeline is for the new South TIF program.
Staff told Russo they would follow up on who is on the ranking committee for the CRA grant and clarified the certified local government (CLG) grant program as a possible option for historic marker funding. Separately, staff introduced Four Seasons Lawn and Landscaping, represented by Shan and Michelle Ellison, who said they started maintenance in October on the 100 block to the railroad tracks on St. John's Avenue and will manage weed removal, tree lifting, trash pickup and routine curbside maintenance.
Next steps: staff will follow up with Russo on the TIF application timeline and the ranking committee and will provide guidance on grant options for markers; staff also will coordinate with public works to address heavy debris spots flagged by the contractor.
