Plan Commission approves Kids Count 2 site plan at East Brook Plaza for 99-child day care

The Village of East Troy Plan Commission approved a conditional use and site-plan/plan-of-operations request for Kids Count 2 Early Learning Center LLC to operate a group day care at 2541 Main Street (East Brook Plaza).
Oren, planning staff, explained that the tenant space was previously used by a day care (Bright Beginnings) and that the principal differences in the new application are a narrower age range (up to about six years old) but an increase in capacity: the earlier use was limited to about 60 children while the proposal seeks approval for up to 99 children. "The proposal now is for 99 children," Oren said during the presentation. Staff noted the property sits in the Highway Business District, where a group day care center for 9-plus children is a conditional use under section 5-10-29(b) of the zoning code, and spelled out recommended conditions related to occupancy, parking, and licensing.
Commissioners asked whether nearby uses (for example an indoor entertainment/tavern previously considered for the space) would conflict with a child-care center; Oren said zoning did not impose a specific separation from taverns and said state licensing is the more relevant standard. No public comments were offered during the hearing. A motion to approve the site plan and plan of operations for Veronica Clark (applicant) was seconded and carried by voice vote, subject to conditions 1–17 in the staff draft conditional-use order.
The approval is conditioned on meeting occupancy, state licensing and standard site-plan requirements and does not authorize operation until all local and state licenses and permits are obtained.
