Contract signed for Tillman House rehabilitation; construction mobilization underway with Dec. 26 start

City staff reported that the Tillman House rehabilitation moved forward with a contract executed on Oct. 29 with PlusPoint Construction. A pre‑construction meeting took place Nov. 5 and a notice to proceed was issued Nov. 6.
“Notice to proceed was issued November 6,” staff said, and staff added that mobilization activities have begun. To avoid conflict with Palatka Art League activities, the full construction start was rescheduled to Dec. 26, 2025, with staff estimating completion in March 2026.
Board members asked whether the project had been reviewed by the Historic Preservation Board. Staff said an application had not yet gone before the Historic Preservation Board for a Certificate of Appropriateness and that the project manager will bring preservation details and color/architectural considerations forward.
Next steps: staff will follow up with Public Works and the project manager to confirm the extent of rehabilitation work and will present design and preservation details to the Historic Preservation Board as required.
