The Seven Hills City Council on Tuesday suspended its rules to give Resolution 13-2025 a third reading and then adopted the resolution after a roll-call vote.
Councilperson Kelly moved to suspend the rules for a third reading of Resolution 13-2025, and Councilman Martin seconded the motion. After the suspension passed, Kelly moved to adopt the resolution; the council voted in favor and the clerk announced that Resolution 13-2025 has been adopted.
The action followed a procedural vote to table Ordinance 50-2025. Council president said the item should be tabled because the council did not have a quorum to act on an emergency measure; Councilman Martin seconded and the motion to table carried on roll call.
Earlier in the meeting the clerk read by title a second-reading ordinance, Ordinance 44-2025, “an ordinance to amend chapter 9.31 supplemental regulations and to amend chapter 9.37 definitions” to add a new section 931.11 defining an unmanned aerial vehicle system (UAV/drones) and to add a UAV definition to chapter 9.37 of the city planning and zoning code. That ordinance was presented as part of the regular agenda but no final vote on Ordinance 44-2025 was recorded in the meeting transcript.
The council conducted the votes through roll calls recorded by the clerk; members recorded as voting “Yes” during the relevant tallies included Kelly, Kiriassas, Martin and Snitsky. The transcript does not specify the textual subject matter of Resolution 13-2025 beyond its identifier in the agenda.
