Tullahoma approves $632,780 parks maintenance facility and several equipment and software purchases

The Board of Mayor and Aldermen voted Monday to authorize a $632,780 guaranteed maximum-price contract with CNH Commercial Contractors for a new parks grounds-maintenance facility, and approved several other purchases intended to update municipal operations.

Parks staff presented the contract and reminded the board that funding for the project had been approved previously; a CNH representative answered technical and pricing questions. After brief discussion about metal-price increases and procurement history, the board authorized the mayor to execute the contract by a 7–0 vote.

Separately, the Parks and Recreation Department received approval for a $15,000 services agreement with Wreck Technologies to implement recreation-management software intended to reduce transaction fees and provide mobile tools. Parks staff noted the city paid about $9,358 in credit-card fees last year and said the new system would pass more payment directly to the end user or reduce fees for the city. That contract passed 7–0.

The police department's request to purchase a 2026 Chevy Silverado 1500 for animal control for $41,929.70 from Carl Black Auto Group (state contract) was approved 7–0; staff said the purchase used a reserve account for animal-control equipment. Finally, after staff described an 8-year-old garbage truck with a failing engine that would cost about $90,000 to rebuild, the board approved purchasing a replacement truck (funded from TMDF loan funds) and praised public-works staff for securing a timely, lower-cost option; that motion also passed 7–0.

Quotes from members reflected relief at timely procurement: "It was good to be able to see the reason why the price was what it was," said Alderman Berg, praising the speed of the process. The contracts will proceed to execution and purchasing and operations staff will manage scheduling and installation.
