Town staff and outside consultants from Florida Rural Water presented two studies: one analyzing operating costs and one assessing infrastructure needs. Staff said the change represents roughly a 5% increase based on actual charged rates rather than published rates, and emphasized the studies recommend a minimum operating reserve (90 days recommended; Lake Placid was at about 79 days and would increase to roughly 94 days under the proposal).
Council members asked whether to adopt a multi-year escalation (staff and members discussed 22% in year one followed by 8% in a subsequent year, with the option for council to revisit the rate trajectory after a three-year study). One council member suggested approving only a shorter period and redoing the rate study sooner; town legal counsel said the council retains discretion and can revisit rates at any time.
The ordinance passed on first reading and will return for second reading and adoption at the next meeting as required by town procedures.
