The Titusville Community Redevelopment Agency unanimously adopted goals, objectives and corresponding performance measures Nov. 11, a requirement staff said stems from state legislation enacted last year.
Executive Director and CRA planner Sue explained the change requires special districts to create measurable performance standards and link them to the budget. "This is legislation ... and it'll be always tied to your budget," the planner said, adding the CRA’s stated goal to eradicate blight aligns with the adopted 2022 CRA plan.
The presentation listed FY2026 budget line items and linked performance measures: counts of trail amenities installed (example listed as "Veil Town amenities" with a notated amount), number and amounts of façade and interior grant awards under the CRA grant program, the number of safety-related infrastructure projects completed, and percent completion of design and construction phases for Broad Street improvements. The planner described these measures as the mechanism to determine whether goals were achieved and said the figures will be posted on the CRA website.
Board members expressed support and asked whether state reviewers would provide feedback on submitted measures; the planner said no formal feedback process is currently in place. Member Nelson moved to approve the goals, objectives and performance measures and asked staff to track open and closed businesses and visitor-center traffic if feasible; the motion passed unanimously.
What happens next: The CRA will publish the adopted performance measures on its website and use the metrics in annual reporting tied to the FY2026 budget.
