The Titusville Community Redevelopment Agency voted unanimously Nov. 11 to recommend the Florida Department of Transportation’s proposed safety enhancements along U.S. 1.
The board’s executive director presented FDOT’s concept for interim traffic-calming features, rapid-flash beacons and additional crosswalk markings while the department plans a full resurfacing in fiscal 2029. "We requested these safety enhancements," the executive director said, and asked the CRA to forward a formal recommendation to the city council.
During public comment, local resident Stan Johnston urged the board to review a $365,000 repaving estimate and clarify the city’s financial obligation. "I would think that, before counsel or CRA accepts this, is that they look at this $365,000 expected payment from the city of Titusville and what it includes rather than just whitewash it," Johnston said.
The presiding officer responded that FDOT will cover the cost of the safety enhancements. "But in regards to these safety enhancements specifically, even though we requested them, FDOT will be footing the bill to get the job done," the presiding officer said, adding that the $365,000 figure referenced is for a later city-funded repaving segment and not the interim safety measures. The presiding officer also told the board construction was set to begin Nov. 20, based on a recent FDOT notification.
Member Nelson moved approval of the FDOT safety enhancement concept and the board voted to recommend the concept to the city council by unanimous voice vote.
What happens next: The CRA forwarded its recommendation to the city council; FDOT will proceed with the interim safety work on its schedule and funding, and the city will continue to budget for future repaving work tied to FY2029 plans.
